Rationing and Climate Change Mitigation*

In this paper, we argue that rationing has been neglected as a policy option for mitigating climate change. There is broad scientific consensus avoiding the most severe impacts of change requires rapid reduction in global emissions. We could help states reduce emissions rapidly and fairly. Our arguments paper draw on economic analysis historical research into UK during (and after) two world wars, highlighting success stories correcting misconceptions. However, although empirical details play an important role, primarily based philosophical ethical argument analysis, particularly normative assumptions behind choices.We build Hugh Upton’s work healthcare ethics, rejecting broader conception which conceals significant distinctions between options, obscuring specific advantages egalitarian rationing. While some modernisation rationing, introducing tradable allowances, rejection markets, commitment to fair shares, key part value precisely what made attractive public 1940s.
